Civility and Respect Pledge

The Society of Local Clerks ( SLCC), National Association of Local Councils (NALC), and One Voice Wales (OVW) believe now is the time to put civility and respect at the top of the agenda and start a culture change for the local council sector.

Councillors have signed the Pledge, agreeing that it will treat councillors, clerks, employees, members of the public, and representatives of partner organisations and volunteers with civility and respect in their roles, and that it has put in place a training programme for councillors and staff:

have good governance arrangements in place including staff contracts and a Dignity at Work policy - we have
will seek professional help at early stages should civility and respect issues arise - we would
will commit to calling out bullying and harassment if and when it happens - we would
will continue to learn from best practice in the sector and aspire to being a role model / champion council e.g., via Local Council Award Scheme - we have and are used as a role model
support the continued lobbying for change in legislation to support the civility and respect, including sanctions for elected members where appropriate

Salfords and Sidlow Parish Council awarded with the Quality Gold Award

The National Association of Local Councils (NALC), has accredited Salfords and Sidlow Parish Council with the Quality Gold Award. for the Local Council Awards Scheme. We submitted our application in May.

Receiving the Quality Gold Award is an excellent achievement showing that our local parish council achieves good practices in governance, community engagement and council improvement. Furthermore, this award shows that our council has gone above and beyond the legal obligations; we lead our community and continuously seek opportunities to improve and develop even further.

We are very proud of this achievement and plan to continue to develop and work with our community to obtain the best outcomes for what is wanted in our villages.

New defibrillator for Sidlow

The defibrillator was installed in Sidlow in early September 2023 and is located next to the Parish Council noticeboard near the Three Horseshoes Pub in Ironsbottom. The defibrillator needs to be kept at an ambient temperature all year round so we have purchased a locked solar cabinet to house the defibrillator. If you would like to know the code for access please contact the Clerk. Alternatively, if in an emergency you needed access, when you call the ambulance on 999 they would give you the code. The unit might appear to be a strange angle but this is so the solar panels reach maximum benefit from the sun! The procurement and installation costs were just under £4,000. We hope it will never have to be used but now have comfort that there is a unit near our residents in Sidlow. In July 2023 we held a well attended defibrillator/ CPR training session for our residents with some really good questions being asked. We thank Brendan, who runs First Aid training, and joined us to offer free CPR training to compliment the defib training.

Refurbishment

The Parish Council has used Strategic CIL Infrastructure Funding Programme (SIP) 2023-2027, from Reigate and Banstead Borough Council (R&BBC) to completely refurbish the rear hall at Salfords village hall. The works were completed during Summer 2023, when less busy, and the rear hall was re-opened in late August 2023. The original proposed costs were set at £24,173. However, once the project started there were necessary additional works that had to be undertaken to move walls and pipework which was discovered at ground floor level. The Parish Council also agreed to have various improvement works such as making the WC area larger for access, lowering ceilings for thermal efficiency improvements, re-plastering various walls, completely re-decorating the whole of the rear area and replacing the flooring throughout. The final project costs came to £33,000.

This was the first stage of a two part project for rear hall improvements. We will be using the remaining grant Strategic CIL funding to replace the patio at the rear area. These works will be completed in the October half term at a cost of £10,000.

We hope these improvements will provide easy access for our local community groups and residents. The Parish Council has plans for 2024 to procure some high and low level planters so we can look to start a community garden which residents can get involved with in the summer months. More to follow on this later this year or early next as we have developed our plans. If this is something you would be interested in getting involved with please let us know.

Blue Hearts Scheme

At the May Council meeting, Councillors agreed to submit requests for verges and approved costs for Cllr Wayne Clark to make some blue hearts,

which he has designed and printed in 3d.

We have made submissions for the verges on Pear Tree Hill in Salfords and Ironsbottom in Sidlow and await SCC confirmation.

If you would like a verge near you to also be left to allow wild flowers to grow, please submit your request to us so we can make an application to

SCC and if approved mark it with our blue heart.

The Parish Council plans to plant more bulbs in the Autumn so if you have suggestions for areas within the parish, please let the Clerk know.

This project was part of her late Majesty Queen Elizabeth II Jubilee tree canopy scheme.

Village Hall improvements

Village Hall improvements

The Parish Council has been undertaking a review of further improvements to the village hall. Horley Glass Ltd has installed replacement triple glazed windows into the Parish Council office, main hall toilets and at lower level in the main hall at a cost of £5,153.33 + VAT. All the windows will have opening windows to allow for improved ventilation. We also hope that the triple glazing will assist with thermal efficiencies.

Carrying on from the theme of environmental improvements the main hall lighting has been upgraded to LED lights. We hope that this will provide longevity with bulb use but also reduce the amount of electricity needed. Further works will continue to be undertaken as and when bulbs need changing and the connections upgrading.

We have replaced the damaged fence & we have also provided bike racks to be installed around the village to help people getting out of cars and supporting sustainable travel (please see images attached)

New table tennis table at Salfords Social Club

The Parish Council agreed to spend Community Infrastucture Levy (CIL) funding to purchase a Cornilleau Park galvanised steel table with optional sand trays (for extra weight) and grass mattings for the ground for both ends for the players. The costs were £1859.35 which included for the sand and grass matting.

Any resident is allowed to use the Salfords Social Club grounds, as the Parish Council make an annual donation so they keep the green space open to the public. The intention is that the Social Club will hold bats at the club for public use (deposit required) or residents can bring their own bats and balls.

Please add this on Salfords Village Hall page as a 2022 update – new row or something that I can add to.

Tree Planting at Pear Tree Hill

Chairman Wayne Clark and Clerk Claire Minter met with County Councillor Catherine Baart who has been supportive of having trees planted in the parish. We were delighted to meet new SCC staff member, Robbie Stewart, who has been recruited in a new role as Highways Environmental Officer. One of his main roles is to ensure that he supports the SCC initiative for tree planting by identifying areas on the Highway verges which would be suitable for planting and managing the process. The Parish Council have requested for a few years to plan trees on Pear tree Hill and are appreciative to see four new trees (2 x Genkos and 2 x Silver Birch).

The Parish Council now intend to plant daffodil and crocus bulbs on this area of verge to help brighten it up

Donation to Plane Justice

Councillors met with Plane Justice in December 2020 to receive an update that Gatwick and NATS have made the relevant filings with AIS regarding the denotification of the Route 4 RNAV SIDs (i.e., the cancellation of the current route). Assuming these are processed correctly (and there is no reason why they shouldn’t be), denotification has taken place and is scheduled for implementation on 25 February 2021 so we should see a return to the original (2012) Route 4 navigation route from this date.

This is tremendous news, and follows 4 ½ years of hard work and support from so many people in the community, so thank you to everyone that has contributed to this worthy and just campaign.

2018 Route 4 ACP

Although this Airspace Change Proposal has been on hold for some time, it was confirmed by Gatwick during a Noise Management Board Public Meeting on the 3rd December that this was likely to be continued after the 25th February enabling them to monitor the reverted flight patterns.

Plane Justice and S&SPC will continue to play an active role as a key community stakeholder ensuring fairness in any future decisions regarding the flight patterns of Route 4.

The Parish Council had previously pledged £7,500 to support Plane Justice (having made financial donations to date of £10,000). Council agreed to retain the pledge of £7,500 for these new JR matters and made the donation of £5,000 immediately with the pledge of a further £2,500 if needed. A further £1,000 was paid to Plane Justice in January 2021.

The bulk of Route 4 after the turn is in our parish which is why we support PJs’ efforts and this financial support serves the purpose of getting Route 4 back to the legacy position.

TREE PLANTING 2021

Thank you to all our volunteers who have offered to help plant trees on Saturday 27 November.

We have small sapling trees which you can take home and plant in your garden.

We will also have trees to plant at Salfords Social Club for a hedge.

Pledge donation for Horse HIll Judicial Review

Councillors financially support Horse Hill Judicial Review

Sarah Finch has applied to the Court of Appeal to appeal the judgment. Sarah is appealing two things

- the decision itself

- the fact that the judge ordered Sarah to pay £10,000 costs to the other side rather than the £5,000 (more on both below).

The High Court judge, Mr Justice Holgate, found that the decision to permit 20 years of oil production at Horse Hill was legal as the requirement for Environmental Impact Assessment is limited to the work at the development site and does not apply to the environmental impacts of the products of the development. Yet there is no other regulatory system which does assess the total impacts of fossil fuel production, so there is a big gap between national climate policy and planning law. As this is clearly an issue of wider significance (as Mr Justice Holgate acknowledged), Sarah feels it is important enough to seek a decision from a higher court. If she is allowed to appeal, it will be examined by three judges, all senior to Mr Justice Holgate.

Mr Justice Holgate raised her liability from the £5,000 cap (which we agreed to pay if she lost) set by the Aarhus agreement to £10,000. As he had made factual errors in this, she hopes it will be overturned and the previously agreed £5,000 cap reinstated. The £5000 costs for losing in the High Court will be payable either way, but she understands that sum does not to be paid while the appeal is pending. We will pay the £5,000 to the solicitors so I am in contact with Leigh Day to arrange when that will be and how to make it.

It is the role of S&SPC to represent the local residents and the main charge is that we seek clear, transparent legal decisions from our Primary Councils. As there was doubt this had been done correctly Councillors agreed to pledge up to £5,000 on the basis the funding would only be paid if the Claimant was unsuccessful and lost the JR.

Sarah has thanked S&SPC and said she is extremely grateful to us for our generosity and support in pledging to pay the costs. She has confirmed that should she lose the costs part of the appeal, she has some generous donors willing to contribute the additional £5,000.

Road Ambassador Scheme

Salfords and Sidlow Parish Council Road Ambassador scheme has been introduced in response to the coronavirus (Covid 19) pandemic.

This Road Ambassador scheme is not to undermine the emergency planning undertaken by Surrey County Council (SCC) / Reigate and Banstead Borough Council (R&BBC) or the NHS Volunteer Scheme but to act as a ‘Safety Net’ or ‘Catch All’ for any resident who needs help.

The intention of the Road Ambassador scheme is to ensure that not one resident is left out from needing assistance at this time.

Tree Charter

In August 2019, the Parish Council signed up to the Tree Charter demonstrating our commitment to the principles by which trees and people in the UK can stand stronger together. We want to make a difference to our environment and community by planting more trees so in February 2020 the Parish Council ordered 5 large trees (Oaks, Hawthorne and Field Maple) for delivery in September 2020. We also have ordered small trees which come in community packs for delivery in November 2020.

We are seeking your help in identifying areas where we can plant the trees we have ordered. Perhaps a roadside verge outside your house or common or other open areas in Salfords and Sidlow.

We still have more work to do on this but are thinking about enabling residents to dedicate and record their tree dedication and location in a ‘Parish Tree Register’, perhaps for a new born relative or to commemorate someone who has passed away. Future generations may then be able to see our legacy.

An ideal would be a dedicated area where we could plant multiple trees that could be looked after for two years. Perhaps you would or know someone who would be willing to allocate some land?

We live in a beautiful parish with much greenery and trees to enjoy, however as we know, trees are increasingly vital to our environment and planting more can only be a good thing!
